Many gay men have a strict regime of PreP, doxy Pep and regular testing, and take the view that the risk of contracting an STI through unprotected sex is acceptable given that everything is treatable. It's a personal choice. Men who are outwardly straight and who have a wife or girlfriend who is unaware that their partner meets men for sex, may have a different view about whether not using condoms is appropriate. Again it's a personal choice.
