Most mobile phones (at least smart phones) hav a cam built into them. Most laptops (unless they are old) have webcams built into them. The only time you need to get an external webcam for a laptop is if the built in one has packed up, or if you are using the laptop closed when connected to a docking station, so not really sure why you are asking. If it was for a desktop computer I could understand.

Well any USB web cam should do. You might check the resolution the cam supports, and good brands would include things like Logitech or Microsoft (Lifecam) but any webcam should do the job. If you are going to put it in a low light area, you might want to have some extra illumination as well so as to get a good picture otherwise it may be too dark. Something with variable brightness so you don’t bleach the picture. These should all work OK with a desktop or laptop computer. Not aware of any external webcam for a mobile phone.
