It might be for the same reason that BBC News has a North of England correspondent, but not a South of England one.

To London-based media organisations, the south of England is regarded as the normal default setting, so doesn't need a category.

Counties isn't a good idea imo. There are too many and some are tiny. Regions is a better option, if more are added.
