Has he ever been able to?

If he could before and suddenly can't it's likely that he's posted something that's contravened the forum rules and received a ban.

If that's the case I think he can message the admins and ask for a review but may not get a response.

If it's not the case then I guess asking admin to see if there's a problem with his account would be the way to go.

I would suggest that the member submit a request for Admin to review from one of the links below:

Perhaps he posted something on the forum and got banned by the admin. After that, he might have disregarded the warnings and used another account to participate in the discussions again?
