No, it's disgusting and just one of the reasons publicly accessible toilets are closed down. Went in to one many years ago and there was used condom on the floor and another used one hanging from the coat hook. I pity the poor cleaners.

Make a mess is one thing, but leaving it for others to clean up. Dirty bastards whatever your fetish or kink is.
