All I can suggest is, use more lube (of a good quality, something like Liquid Silk) and ensure your partner takes it slow and is very patient and you both communicate more.

It helps if you lube up your fingers first and gradually insert more and more until your anus really loosens up. Then more lube inside you for when you receive cock. Time, patience, practice and proper lube. In between fucks try opening yourself up, inflatable butt plug see how much inflation you can tolerate but don't rush it.

However some guys stay tight and will always find anal penetration painful. Numbing spray or ice won't help other than provide temporary relief.
