For when you actually win, allowing the pesky minions a 40 hour week and UK-average annual leave and bank holidays, you need 4.8 people to have one person on hand 24-hours per day.

Giving the current average industrial wage of £35,880 would require £206,000 ish to pay 4.8 hot guys (and I assume the PAs will be hot guys) their wage and the added employment costs (employers NI etc).

So you’d need to be frugal with the other £15 million.

3) Yes people know the odds are very low, but I’ve asked many many people over the years if they knew what the odds are, and hardly anyone knew it was 140m to 1

4) yes, people buy in the hope their dreams will come true …. but my point is the lottery should be more transparent that the chance of that happening is the population of Russia to 1

There’s a lot of people with minimum income that spend a lot on the Lottery completely unaware of the odds. I just think the Lottery has a social responsibility to be more obvious about the odds ~ especially in the case of people with low incomes. That’s all

I kind of agree with your last paragraph in that I've always considered the lottery to be a form of regressive taxation (I didn't initially agree with creating a National Lottery) and it was/is the responsibility of the Government to show social responsibility, rather than the lottery operator(s): twice a week + all the scratch cards is way too much, IMO, not to mention the plethora of other lotteries and opportunities to gamble!
