Indeed they do. Also, when cars are parked at the side of the road, sensible cyclists will cycle away from the door zone, which means cycling near to the middle of the road until they’ve passed the parked cars.

All true. And VED doesn’t anywhere near cover the cost of road construction and maintenance. It’s a drop in the ocean. Therefore, motorists are very heavily subsidised by non drivers.
