The spike in claims means that older people are now waiting months for their claims to be sorted. The DWP have said that Winter Fuel payments will be paid, even if late, to those who qualify. But why didn't The Government or The DWP anticipate these volumes?

They have run a massive campaign to encourage claims, but not prepared themselves for them. They could have recruited temporary staff to deal with straightforward claims. They could have redeployed other DWP staff or other Civil Servants to assist.

Or am I missing something?

I worked for DWP. No, they never plan in advance for anything. Typical chaos.

Sounds right. A child could have thought of this. Heads should really roll. An unpopular decision followed by woeful inadequacy.
