Don't know about best but we've done a few cruises now always with TUI/Marellla. They have solo meet up for solo travellers to meet others in the same position, always seems popular.
As for finding fun that's very hit and miss, we have had fun in the past but it's rare.
Best finding someone to go with too as there is a supplement for solo travellers i believe.
