I think you posted what he had in his profile in a previous reply. It looked like he simply hadn't bothered with punctuation and had listed multiple things he's into and probably should have separated with a comma:

Some people decide on oral as safe or BB too.

Many are tested now very regularly and are taking PrEP to protect themselves and their partners

HIV is preventable with medication now and is also managed very well.

It does not progress to anything serious with medication and good medical care if you are sensible about it.

I don't think he was wanting anyone to give him the answer, he knew the answer. Anyone in their right mind would NOT ask a question like that. Even if it was meant for Oral only sex, he obviously has a deep reason for wanting to probe the question. We won't ever know now.
