They're not expensive, try them and see!

I like silicone ones, around cock and balls. Others prefer metal, or leather cock and ball straps.

If you have a pretty tight one it'll make your erection harder for sure due to the blood constricting and pooling effect; it can also look a bit alarming as it'll be more red/purple than normal. You may find it'll reduce sensitivity and make it harder to cum too (probably handy if you're prone to ejaculating too early).

Silicone ones you can put on when you're already erect, as they're nice and stretchy. I find they're a pain if I'm not shaved though as the pubes catch in them really easily.

Metal ones I believe the usual recommendation is to put them on before you're erect and just kinda squeeze the junk through, then as you engorge they feel tighter, but you'll need to find the most comfortable size for you. I haven't used them though so only repeating what I've read.

Some people like to wear them out and about but I did that once (accidentally if you can believe it, after wanking before work and forgetting to remove it!)
