Not so sure about England but there are very strict rules here in Wales. You certainly need a certificate.

You would assume the letting agent would have a checklist before proceeding along with the normal gas certs and so on, so either someone hasn't done the job correctly or supplied false information

Landlords have certain safety items to complie with. But I have never heard of a licence being a requirement. Apparently it is a requirement, but only by some councils, so her not knowing, sounds reasonable.

What i want answered is why only some councils? And what do the councils do for thier £900 fee?

Is this fee put on all AirBnB rentals; if not she sould propose this item in the forthcoming budget, that should bring in a few quid.

The letting company have apologised to Ms Reeves saying that their client would have been under the impression that the licence had been applied for.

That would seem to put the fault squarely with the agent and exonerate the Chancellor from the irregularities.
