Yes, if cats have to be micro chipped but not dogs why not report?

Actually dogs do have to be microchipped and have for a while now. The issue is dog owners are responsible for the actions of their pet. Cat owners are not and cats have “a right to roam” so are in effect uncontrolled.

No, the concept of "felony" doesn't exist in UK law (England & Wales) since the Criminal Law Act 1967 abolished the distinction between felonies and misdemeanors; instead, serious crimes are now called indictable offences, like robbery, murder, or serious fraud, leading to longer sentences (over a year in prison)

So no, flatting a cat is not an indictable offence.

Cats have the right to roaming protected by law, effectively making them a wild animal. Accidents happen. Sometimes a driver won't even know it's happened. Sad for the cat owner, but no, people shouldn't be compelled to report that they've run one over by accident. The police have enough to do (apparently). People who get a cat and then let it roam know the risks.

I probably would if I knew it was a cat I hit, but if it's on a motorway or road not easy to stop on probably not, it could have been a fox, badger whatever which I guess you just leave lying there

Well when cat owners are legally liable for their pets in the same way that dog owners are then maybe. But until they control their pets no, they are just like any other wild animal.
