Actually dogs do have to be microchipped and have for a while now. The issue is dog owners are responsible for the actions of their pet. Cat owners are not and cats have “a right to roam” so are in effect uncontrolled. " | |||

" No, the concept of "felony" doesn't exist in UK law (England & Wales) since the Criminal Law Act 1967 abolished the distinction between felonies and misdemeanors; instead, serious crimes are now called indictable offences, like robbery, murder, or serious fraud, leading to longer sentences (over a year in prison) So no, flatting a cat is not an indictable offence. | |||
