Google is your friend here, as is a visit to your local sexual health clinic. Its for men who have sex with men, primarily those who prefer to not use condoms (which is most these days). It will protect you from HIV, but nothing else. You can take it daily, or you can take it event based, depending on how frequently you have condomless sex. It is a well-tolerated and widely prescribed medication and 99.999% effective.

It protects the user from contracting hiv, nobody else. Technically, if he is on prep, he won't have hiv, but that should never be relied on as you cant take someone's word that they're even taking it. If you are having condomless sex, you need to be taking prep - theres no excuse these days.
