But the object of the arrest will have been achieved: complete search of his current and previous premises, confiscation of all relevant documents & other evidence, & seizure of all electronic devices, hopefully leading to access to all their contents and communications. That was probably why they didn't invite him to attend a police station, rather than make an arrest.
