It only gives you a notification if the 2nd person also adds the other to their hotlist. So if you add someone without them adding you back, they won't know. It's happened me a few times on other account.

Only if they are on yours too...I believe

I.e. you're both on each others you get a note...someone previously mentioned it's in the updates section...I don't know if it permanently displays or disappears after the site thinks you've seen it
