Ling story. I've been in/out of work/training & really bad health since my teens. I've no qualfications, but want to go to college. I dropped out of uni years ago as it wasn't for me but... I can't seem to enrol in colleges to do a level two-three. It's like Kafka.

Yes, I found JCP useless in 1998, when I started an NC university access course. However, I found the college itself extremely helpful, and I'd suggest you're looking in the wrong direction. You may need a more direct approach, rather than expecting JCP to be much help. I applied directly to the college. Alternatively, this bunch may help:
