I use shaving foam and Lidl razors.

Don't expect to get everything first time and do trim with scissors first.

I then shave again, no longer than three days. You'll be soon be smooth all over.

Regarding the balls, it's much easier than you might imagine. It makes no difference whether your scrotum is tight or loose. I almost never cut myself although if I do, it is on my pubic mound.

I enjoy doing it and really love being smooth all over for the wank that inevitably happens in bed afterwards.

I use feet, doesn't suit some skin types, have a small beard hair trimmer, can use it in the shower, and i run a razor over myself everyday in the shower, just use soap and not foam.
