I would say it's equal between the genders. The difference being, women just think about it and rarely act out their fantasies. Whereas men not only have the same thoughts but will act them out, especially with another guy.
I doubt think you can generalise. I've known some very dirty girls and some very dirty guys. I think there are more dirty boys out there but don't underestimate how many dirty guys there are!
