So what? It’s not illegal to park in a layby, not even Illegal to cruise for sex, not even illegal to have sex in a layby with another guy unless you can be seen and it's witnessed or there's a reasonable chance at least two members of the public might see what's happening. In this case you could be charged with outraging public decency. So let the nosy so and so’s write down your registration number if they like.
