It is still open.
Some parking nearby but on weekdays it's marked as a maximum of 2hours before 5 pm . Don't know how active traffic wardens are as it's not in the central area. Did ask on entry and apparently is very infrequent.
There is a pay car park around 10 minutes walk away.
