No idea where to begin or buy or if anyone would loan me some any advice.

Oxballs do good quality cock rings with a ball stretching part.

Weights can be expensive but try a magnetic one first, rather than the screw in kind.

Moisturise your scrotum too, needs to be nice and soft for fitting and stretching.
