The police ( certainly in Surrey when I used to play there) were mainly looking for maybe a bit of a laugh but officially looking after safety.

Traffic was moving quick and the drivers were more focused on not being overtaken as they approached the main roundabout. I've noticed a few small laybys on that a48 cowbridge road as you mentioned.
