This layby is well away from any houses so really theres no one local with any justification of complaining as guys are not disturbing anyone.

We are always hearing about local authorities and police complaining about lack of budgets as a taxpayer I would prefer police tackle real crimes that harm others. Ive yet to understand what others have against cocks being sucked and arseholes being fucked. Don't knock it if you haven't tried it.
