I went there on Tuesday afternoon. Gates still closed, but just about room to park 3 or 4 cars outside, and walk in. It was dead quiet, saw one couple walking their dog. There's a slot of forestry work going on so the road is covered in mud and debris as you go down the hill to the picnic area.
Bit further away, but I find Rudry common, and Caerphilly mountain are ok.
Not sure Welsh Water will ever open those gates again. They’ve been closed for quite some time following a number of complaints (see South Wales Argus archive).
