His primary motivation seems to be a rather pathetic need to be loved (hence the constant stream of enraged Truth Social posts whenever anybody says anything critical about him). His constant and desperate need for affirmation has definitely taken him down an evil path though, appealing to the worst instincts of his support base and wilfully dispensing blatant untruth at every opportunity. The last state in which it was flagged (Panama) stripped it of its registry several years ago. It is a stateless, illegal vessel and as such can be legally seized. There are other similar vessels off the coast of Venezuela as we speak. Destroying the alleged drug smuggling boats and shooting survivors may be a different matter.
