The lane is open fully open to public access, the only restriction is a 7.5t weight limit on the railway bridge at the Eastern end.

Yes, similar happened to me a few weeks back. They said they were going to start issuing tickets as the road is actually restricted to vehicles from the bend by the car park bit (there are signs). Been going here years though and never had a serious encounter with the police. As usual it's all about discretion
